Goa Public Service Commission Invites Online Application for the following Lecturer, Assistant Professor and Various Position Recruitment

🏫 ABOUT INSTITUTION

The Goa Public Service Commission is a body created by the Constitution of India. The Commission advises the Government on all matters relating to State Civil Services referred to it under Article 320 (3) of the Constitution.The requisitions from the Government are received in the form of proposals indicating number of vacancies in a particular post in a department or cadre and the mode of filling up the vacancies. The mode of filling up the posts is either by direct recruitment inviting applications from the open market or by way of promotion from lower grades which are called feeder grades. The recruitment is strictly governed and guided by Recruitment Rules framed by the Government under Article 309 of the Constitution under the advice from the Commission. In case of direct recruitment the Commission publishes advertisement, notifies the number of vacancies with requirements of essential qualifications and experience as per the Recruitment Rules.


Online applications are invited for the below mentioned posts. The last date for filling up the applications is 28.05.2021. Candidates should carefully read the “Instructions” available on Commission’s website before filling the application online.

In case of non-availability of suitable candidates with the knowledge of Konkani for the posts in professional colleges, Consultants in Directorate of Health Services and highly technical/scientific posts, the Goa Public Service Commission may recommend a candidate if otherwise found fit and this requirement can be relaxed by the Government, on the recommendation of the Goa Public Service Commission, if the Government is of the opinion that it is necessary or expedient so to do.

Prescribed EQs are minimum & mere possession of same does not entitle the candidates to be called for interview. Where number of applications received is large, the Commission will short list the candidates to be called for interview as mentioned in the “Instruction

    Educational & Other Qualifications:-
    Essential (i) A qualification included in Part I or Part II of the Schedule to the Dentists Act, 1948 (16 of 1948). (ii) Post-Graduate qualification
    in Dentistry i.e. Master of Dental Surgery in concerned speciality/subject from a recognized institution or equivalent. (iii) Should be
    registered with Dental Council. (iv) Knowledge of Konkani.
    Desirable: (i) One year teaching experience after post graduation in a recognized Institute. (ii) Three years experience as Registrar/Tutor/Senior Resident/Demonstrator in the concerned speciality of Dentistry in a recognized Dental College/Medical College with
    Dental Wing/Dental Institution. (iii) Knowledge of Marathi.

    Scale of Pay: Rs. 15,600-39,100+6,600/- (pre-revised) (As per revised pay matrix level 11) Age: Not exceeding 45 years. Educational & Other Qualifications:-
    Essential: (i) A recognised medical qualification included in the First or the Second Schedule or Part II of the Third Schedule (other than
    licentiate qualifications) to the Indian Medical Council Act, 1956. Holders of qualifications included in Part II of the Third Schedule should
    also fulfil the conditions stipulated in Section 13(3) of the Indian Medical Council Act, 1956. (ii) Post-graduate medical qualification in the
    speciality concerned or equivalent. (iii) At least 3 years’ teaching experience in the concerned speciality as Senior Resident/Registrar/Tutor/Demonstrator in a Medical College/Teaching Institution. (iv) Knowledge of Konkani. Desirable: Knowledge of Marathi

    Scale of Pay: Rs. 15,600-39,100+6,000/- (pre-revised) (As per revised pay matrix level 10) Age: Not exceeding 45 years.
    Educational & Other Qualifications:-
    Essential: (i) Master’s Degree in Library Science/Information science/documentation or an equivalent professional degree with at least 55%
    of the marks or its equivalent grade of ‘B’ in the UGC seven point scale plus a consistently good academic record, computerization of
    library. (ii) Qualifying in the National Level Test (NET) conducted for the purpose by the UGC or State Level Test (SET) accredited by the
    UGC. Those holding Ph.D. Degree are exempted from NET. Candidates holding Ph.D. degree and are already in the University system and
    have obtained Master’s Degree prior to 1991 be given relaxation of 5% from 55% to 50% of marks for appointment to the post of College
    Librarian. (iii) Knowledge of Konkani.
    Desirable: (i) M. Phil./Ph.D. Degree in Library Science/Information Science/Documentation/Archives and Manuscript Keeping. (ii)
    Knowledge of Marathi.
  4. Assistant Professor in Environmental Studies in Government Colleges …… 2 posts
    Scale of Pay: Rs. 15,600-39,100+6,000/- (pre-revised) (As per revised pay matrix level 10) Age: Not exceeding 45 years.
    Educational & Other Qualifications:-
    Essential: (i) Good Academic record with at least 55% of marks or equivalent grade at Master’s Degree level in the relevant subject from an
    Indian University or an equivalent degree from a foreign University. (ii) National Eligibility Test (NET)/State Level Eligibility Test (SET) shall
    remain the compulsory requirement for appointment as Assistant Professor: Provided, however, that candidates who are or have been
    awarded Ph. D. Degree in compliance of the “University Grants Commission (minimum standards and procedure for award of Ph. D.
    Degree), Regulation 2009, shall be exempted from the requirement of the minimum eligibility condition of NET/SET for recruitment and
    appointment of Assistant Professor or equivalent positions in Colleges”. (iii) Knowledge of Konkani.
    Desirable: (i) Ph. D. or M. Phil. in the relevant subject. (ii) Knowledge of Marathi.

    Schedule should also fulfill the conditions stipulated in sub-section (3) of section 13 of the said Indian Medical Council Act, 1956. (ii) Postgraduate degree, failing which post-graduate diploma, in speciality concerned. (iii) Work in a responsible position connected with the
    speciality concerned for 3 years after post-graduation Degree or five years after post-graduation Diploma. (iv) Knowledge of Konkani.

    Essential: (i) Degree/Diploma in Mechanical/Marine, or Automobile Engineering of a recognised University or equivalent. (ii) 3 years’
    experience for degree holders and 5 years’ experience for diploma in maintenance/ overhauling and repairs of marine/ auto diesel
    engines/ hull repair etc. in a reputed Shipyard/Marine Workshop.
    Note 1: Qualifications are relaxable, at the discretion of the G.P.S.C. in case of candidates otherwise well qualified.
    Note 2: The qualification(s) regarding experience is/are relaxable at the discretion of the G.P.S.C. in the case of candidates belonging to
    Scheduled Castes and Scheduled Tribes if, at any stage of selection, the G.P. S.C. is of the opinion that sufficient number of candidates from
    these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.

    Should be a Survey Recorder 1st class of the Indian Navy and at least 5 years experience in Surveying in a recognised Hydrographic
    Surveying Services as Asst. Hydrographic Surveyor or equivalent, after obtaining Survey Recorder 1st class of the Indian Navy.
    ii) Knowledge of Konkani

The applicant should visit the Goa Public Service Commission web site www.goapsc.gov.in or Computer Based Examination Portal www.goaonlineexam.com and should register himself/herself. The applicant should note down the computer generated User ID and Password for future use. Once the registration is complete the applicant may proceed to fill the application form online.

Candidates must read all the instructions given below carefully before filling of the application form. The form must be filled strictly in accordance with the instructions given below. Applications not filled correctly, completely and as per the instructions are liable to be rejected and the onus of such rejection would be on the candidates. The Commission will not entertain any claims after such rejection.

Before filling the application, the applicant shall scan the self – passport size photograph and his/her signature as per prescribed specification. Separate application should be submitted for each post, in case the candidate applies for more than one post.The Commission shall not accept application form in any other mode other than online.
